Revised guidance on ultra low sulfur fuel handling when entering the ECA

The U.S. Coast Guard has confirmed that several reports have been received from vessels trading within the EMISSION CONTROL AREA (ECA), stating that main engines often do not attain the expected speed when using ultra low sulfur fuel oil. Problems have been reported during maneuvering, including while under pilotage.

As such, the Coast Guard has revised its list of recommendations to vessel owners and operators about the importance of establishing effective fuel oil changeover procedures to comply with MARPOL Annex VI emission regulations.

The attached SAFETY ALERT 3-15 replaces the earlier ALERT 2-15 (issued March 03, 2015) and includes two additional recommendations related to the Master-Pilot exchange, highlighted in red within the new Alert.
