U.S. Environmental Protection Agency (EPA) VGP annual report submission for 2015 Activities

The 2013 VESSEL GENERAL PERMIT (VGP) requires that vessel owners and operators submit an Annual Report documenting VGP activities for each calendar year for each vessel covered by the VGP. Annual Reports for 2015 activities must be submitted to the U.S. Environmental Protection Agency (EPA) by 28 February 2016.

2013 Vessel General Permit Annual Report

Submission Deadline —February 28, 2015

As ECM reported in CLIENT ALERT 30-2014, the VESSEL GENERAL PERMIT (VGP) requires that vessel owners/operators submit an Annual Report documenting VGP activities for each calendar year for each vessel covered by the VGP. Annual Reports for the period December 19, 2013 through December 31, 2014 must be submitted to the Environmental Protection Agency (EPA) by February 28, 2015.

U.S. Environmental Protection Agency (EPA) Penalty Policy for emission control area (ECA) violations

The United States Environmental Protection Agency (EPA) has released a penalty policy for violations of the NORTH AMERICAN AND CARIBBEAN EMISSIONS CONTROL AREA (ECA) regulations.

The policy applies to violations of MARPOL Annex VI emission standards from ships and is effective from January 15th, 2015 for all vessels that have no pending settlement or penalty negotiations with the U.S. government.

In cases where action is pending, the policy may be applied retroactively at the discretion of the case team.

U.S. Environmental Protection Agency (EPA) 2013 Vessel General Permit (VGP) Annual Inspection and Reports

Recently, the U.S. EPA sent email guidance to users of the EPA’s 2013 Vessel General Permit (VGP) Notice of Intent (NOI) system reminding vessel owners and operators that they are required to submit a VGP Annual Report for 2014.

As advised previously, the deadline to submit an annual report for calendar year 2014 to the EPA is 28 February 2015.
